Bowman Development Advisors (BDA) specializes in assisting clients realize their property's maximum development potential. BDA is becoming known in the marketplace, and has been successful in generating interest from local and national developers and builders by presenting development opportunities that have been dropped or stalled due to market conditions. BDA works with clients before a land contract is in place, building credibility and trust.
BDAs mission is to provide our clients with every tool in the real estate decision making tool box - from seeing a sign in a cornfield, an ad in the paper, or the most sophisticated offering, to and through the Grand Opening of the project. There are thousands of steps and considerations, all requiring certain expertise but highly dependent on local knowledge of people, process, and prices.
We accomplish our mission through our organic knowledge collectively earned over many years and our ability to outsource those things we don’t provide through our access to the who’s who of outside consultants we know and trust to advise and direct through the real estate decision making process.
All of this is accomplished through 100% immersion in the project on the owner’s behalf and loyalty to their business plan and overall objectives.

Thomas “Tom” Fleury
Tom has more than forty years of commercial and residential development experience working with most of the government jurisdictions in the Washington Metropolitan area. His expertise includes acquisitions, pro forma, budgeting, scheduling, entitlements, comprehensive planning/rezoning, site plans and building permits to bond release and occupancy. Tom has been an executive with Cityline Partners, Penrose Group, Pezance, West*group and Van Metre companies before joining Bowman. Tom is active in industry organizations such as NAIOP, ULI, BOCA, and ESI. He was appointed by three Commonwealth of Virginia governors to the State Board of Housing and Community Development and served as Chairman for two of the ten-year period. His role as President of BDA gives Bowman the ability to add expertise and experience to all aspects of the real estate development process.
